Administrative service center as an important innovation in the reform ofadministrative examination and approval system has become an important breakthrough inthe construction of a service-oriented government for the local governments. Governmentprocess reengineering can promote the transformation of government functions andimprove government performance, which based on the demands of the public, and as themeans of process reengineering and linked by the service chain. And processreengineering has become a practice hotspot for the local government to innovative theoperation mechanism. Currently, facing the problem of insufficient authorization offunctional department, the plight of department interests and the poor performing ofprocess, it is unable to meet the building goal of service-oriented government which isoriented by the citizens and results.In the beginning, the thesis analyzes the construction condition and existing problemsof the government process in Xicheng district administrative service center, and alsopoints out that the government process in Xicheng district administrative service center isstill in the trial and exploration stage with a series of problems. Then the thesis explainsthe reengineering power and resistance, and points out that the process reengineeringresistance of administrative service center mainly comes from the business environmentproblems, such as department division, departmental benefits, overlapping business. Andthe power is from practical application requirements including civil society, electronicgovernment, collaborative office, public service. Chapter four summarizes the ideas andmechanisms of the process reengineering in administrative service center, and putsforward the mechanism of process reengineering in the Xicheng district administrativeservice center from four aspects, including the organization mechanism, the resourcesconformity mechanism, interest coordination mechanism and incentive evaluationmechanism. Finally, chapter five points out that the business restructuring which isoriented by the process is the precondition for the efficiency of administrative examinationand approval. The reorganization of government function which is oriented by the process is the key to the long-term running of process reengineering in administrative servicecenter. The inter-departmental parallel approval which is supported by electronicgovernment is the development goal of process reengineering in administrative servicecenter.
