The Realization Of Citizen’s Right To Know Under The Condition Of Network

Under the condition of network，the citizen’s right to know is divided into twoparts：the network of political right to know and the network of society right to know. Itis the extension of the traditional right to know in the network conditions to exercise.But there are many different in the traditional right to know. It mainly embodies in itshigh dependence on internet freedom of speech as well as a potential threat to personalprivacy etc.This paper is divided into five chapters to discuss the realization of the right toknow protection under the condition of network.The first chapter is an introduction, mainly of the problem, the research on thisissue at home and abroad, this paper’s structure and research methods.The second chapter is analysis of the connotation of the citizens’ right to knowunder the network conditions. The main method of writing is compared with thecitizens’ right to know in the traditional condition, and pointing out its particular. Firstly,this chapter analyses the connotation of the citizens’ right to know in the traditionalcondition and the theoretical origin of the western and socialism. Meanwhile, it pointsout the two dimensions of the network of political right to know and the network ofsociety right to know. As well as the two opposite of "the government information fornon-disclosure" and "the protection of the right of privacy" under the condition ofnetwork protection of citizens right to know. The first chapter also put forward how toprevent abuse of the citizen’s right to know under the condition of network and how tofind an optimal balance among the freedom of speech, the order of society and thenational security and other related issues.The third chapter is the comparative study on the part of the citizen’s right to knowunder the condition of network. This part compares the different place between northernEurope, Canada, especially the United States, France and China’s existing protectionsystem of the citizen’s right to know under the condition of network.The fourth chapter on the basis of the previous discussion proposes some advicesand opinions about the related construction and improvement of the system for theprotection of citizen’s right to know under the condition of network. The fifth chapter is the overall point of view in this paper, and put forward theopinions or suggestions for future work.This paper will focus on the discussion of the modified direction o《fthe regulationson open government information》’s defects with regard to the appealing of citizens’right to know under the condition of network, and discuss the influence as well as thepossible direction of internet censorship and freedom of speech on the Internet,besides concerning the legislation on personal information protection of citizens.
