Ruling Resources Exploitated By CPC During Area-ruling

Rulings resources refer to all the favorable conditions and factors which can be used to improve the ruling ability, realize the ruling goal and reinforce the ruling status. Ruling resources are characterized by its objectiveness, systematization, continuity and plasticity. The increasingly sophisticated ruling environment raises a higher requirement of ruling ability. Ruling resources is a crucial part of ruling ability and the efficient utilization and exploitation of ruling-resources is an important approach to improve ruling ability. In the current time, however, the lack of theory innovations, degeneration of origination resources and drain of people resources still exist in the ruling resources of CPC.CPC had accumulated a lot of area-ruling ability during the Great Revolution, Agrarian Revolution, the War of Resistance against Japanese Aggression and the War of Liberation. This paper includes those rich resources exploited during the early ruling of CPC from six aspects:theory resources, class resources, organization resources, people resources and economy resources. Those resources utilized during area-ruling were the foundation for CPC to win in the new democratic revolution and the insurance for CPC to maintain the ruling status after the founding of PRC. The deep study on the history of area-ruling of CPC can do good to the construction of administrative ability in new era. The experience obtained during the area-ruling time on ruling resources has great reference value to the solution of problems which exist in the ruling resources of CPC in new era.
