A Study On Hainan Service-oriented Maritime Development

Hainan province,located in the southernmost tip of China, has possessing the largest sea area of our country.Transport by sea is the main way of connection and channel for Hainan.With the rapid development of social economy,the demands for service-oriented maritime has been increasing strongly and urgently in recent years.Hainan maritime bureau,a Supervision Department of Water Safety Transportation, is a administrative unit directly under the Ministry of Transport.It is also a specific enforcement department to build a service-oriented maritime.With years of construction and development, Hainan maritime bureau has made a remarkable progress in many areas such as:Regulating layout,Supervision facilities, Public service capacity and levels,Team-workers and maintenance of National Sovereignty etc.However,as lacking of sound theoretical guidances,many problems ahead waiting us to solved in life. That will be a restriction in promoting the capabilities and the level of service-oriented maritime.Owing to the richness in the concepts of New Public Service,restructuring and development in transporting, steady movement of Hainan International Tourism Island Plan and the new management of the civil service,Hainan maritime has to enhance its functional transformation and improve levels services. Study on the construction of the Hainan service-oriented maritime systematically and deeply,consider to solve the related problems,and offer targeted suggestions,all have an important meaning both in theory and practice.Base on the perspective of service-oriented government,the paper presents how to solve the problems of building Hainan service-oriented maritime with its role changing governing to services.And also explains why.Therefore,the change for maritime sector is inevitable.According to people-oriented requirements,it has to optimize its services to achieve high efficiency and quality in works.Five suggestions were proposed:firstly,a clear and precise objective must been set up;secondly,the concepts of management has to change;thirdly,service function has to consolidate;fourthly,the building of teams has to strengthen;fifth,management systems and operation mechanism has to innovate and improve.
