Research On Finance Premium Policy Of "One Policy For One Business" Of Village Level Public Utilities In Huainan City

Since the reforms of tax system, a few provinces have used the wisdom of the masses to seek solutions to the supply of public goods in rural area, by applying the policy of "one policy for one business" of public utilities. With he experience and achievements approved of and popularized, the complementary finance premium policy of "one policy for one business" comes out. It is an effective way to break the capital bottleneck of the rules operation with the help of financial investment, meanwhile, to encourage the whole society to get involved in the construction of village level public utilities, which will stimulate the development of production and better people’s living conditions as well.This paper is organized as five parts. Here, the operation of the finance premium policy of "one policy for one business" is thoroughly analyzed based on the theory of public goods and public finance.
