Countermeasures Study In The Administrative Enforcement Of Shenyang Railway Transportation Administration

Today under the rapidly developing market economy, railway has become one of the primary means of transportation and has been one part of our daily lives, however, during the process of railway management the disputes increase accordingly. Since reform and opening, construction of China’s legalization has been greatly improved. All those above have made substantial progress. However, due to historical reasons and other reasons, administrative enforcement of railway transportation administration situation is still not optimistic. There are still exist different issue to varying degrees, such as team building improperly, lack of the protection of administrative enforcement, legal awareness of the corporate not strong. To solution this problem is one of the most prominent task to the current railway transportation management administrative enforcement.In this paper, the author tries to make Shenyang Railway Bureau transportation management administrative enforcement problems as the starting point. Analyze the problems of it. Such as team building improperly, concept of the legally enforceable not in depth, lack of the protection of administrative enforcement, legal awareness of the corporate not strong and so on. Then the author discussed theoretically the cause of the Shenyang Railway Bureau transportation management administrative enforcement’s problem. The reasons are imperfect railways’legal system, separate government from enterprises is not in place, administrative law enforcement team training problems, administrative enforcement can not meet the development requirements of security and so on. In the conditions of this premise, the author puts forward corresponding countermeasures. First, to promote railway reform; Second, to promote the separate government from enterprises; Third, focus on administrative enforcement team training; fourth is to strengthen administrative enforcement logistical support.In this paper, based on the theory of public administration, made adequate research on Shenyang Railway Bureau transportation management administrative enforcement, find the cause of the problem, propose the solutions to problems. It will be a certain guiding for Shenyang Railway Bureau transportation management administrative enforcement.
