Research On Basic Public Services Supply From The Perspective Of Urban-Rural Integration

With the rapid economic development in recent years, livelihood issues such as difficulties in school, medical care and housing prices become increasingly prominent. Especially, compared to people’s increasing public demand, China’s shortage of public services and the growing inter-regional gap in the basic public services has become a serious obstacle to economic development and building a harmonious society. Therefore, it has a very important practical significance to explore the supply of public services in depth.This paper takes Baotou City of Inner Mongolia for instance to analyze the current situation and problems of basic public services, and explores ways and means to further improve the basic public services.The study found that the basic public services supply of Baotou City in recent years has significantly improved, but there are still many problems including the lack of the total supply of basic public services, the single subject of basic public services supply, imbalance in the distribution of urban and rural public services and so on. These problems are mainly due to:a weak sense of public service; urban-rural dual economic structure constraints; imperfect public finance system; lack of expression mechanisms of farmers’ demand for public services.This paper holds that it requires multifaceted efforts to improve basic public services supply in Baotou City. For general measures, first of all, it is necessary to change their ideas, to enhance the awareness of the public service; secondly, break the dual structure, establish integrated urban and rural public service system; thirdly, improve the financial system, and improve basic public services expenditure ratio; Fourthly, innovate public services ways, establish multi-supply system of basic public services; fifthly, innovate public service channels of communication, and improve the demand expression mechanism for public services; sixthly, improve the government’s performance appraisal system, strengthen the incentives of basic public services. Besides, the paper also puts forward concrete proposals from compulsory education, public health and social security to improve the supply of basic public services.
