Study On The Role Of Local Government In The Rural Public Service Supply

Which is proposed in the report of the Seventeenth Party Congress, on the basis of economic development, we should accelerate the social construction with the focus on improving people’s lives. The six major tasks of social construction are including education, employment, income distribution, social insurance, medical treatment and public health and social management, all of which are inseparable from the construction of public service system. The key and difficult point in the construction of public service system is in rural areas. The supply level of rural public service is an important index to measure the degree of rural modernization and the farmers’ overall quality of life, which affects the stability and progress of the whole society and reflects the development of China’s economy. As China’s most grass-roots political organization, the township level government clearly plays an important role in the harmonious development of current China’s rural science, whose role positioning and function directly affect the supply of rural public service system. The stand or fall of basic-level government’s function display is related with the stability of state power, the development of rural economy and society and the pace of the new rural construction. How to innovate the supply mechanism in the construction of public service system in the new period, properly position the role of government and establish a public service system which covers both urban and rural areas and benefits the whole people has the extremely vital significance to narrow the gap between urban and rural areas.At present, our country is in a transition period. Non-agricultural employment, family miniaturization, an aging population, society, shell, diversity of cultural trend is obvious. Rural economic development and farmers’ production living needs the public products and service strongly, but also a great challenge to supply of the rural public services. Due to the social environment and system, the development of rural public services carries clear government color. The current grass-roots government in rural public service has a problem of unclear role definition, which leads to the phenomenon of role absence and dislocation, and not adapt to the rural development in the new period.In the face of the current social forms and social demand, in the background of new rural construction, grass-roots government must pinpoint the role in the rural public service supply to realize the role transformation, from leading the public service development to guiding the public service development, from provider to server. Reduce the excessive intervention and safeguard the healthy development of the rural public service. There are five ways to achieve. One is reshaping the government management concept and deepening the service government construction. Two is reforming the financial management system to ensure the normal operation of grassroots. Three is unblocking the rural information communication and improving the decision-making mechanism of public service. Four is innovating the public service supply mechanism and building a diversified supply system. Five is cultivating and developing non-governmental organizations.
