China as a developing country is going through the economic and social transition period, poverty caused by various reasons will be a long-term social problem. It will have a serious negative impact on the national economic and social development. The minimum living security system, as an integral part and the final "safety net" of the social security system in all modern countries, is a mechanism to solve the poverty problem. In china, the minimum living security system is divided into two parts:urban system and rural system. The urban rresident’s mminimum living security system has gradually established a relatively complete system since1996it began to have a pilot. For the rural system, the pilot started from the early1990s, however, the traditional mindset of rural collective welfare of the shackles and the subsequent reform of rural taxes and other factors caused its slow development. Therefore it was basically formed a nationwide coverage until around the year2007.As the most basic public services, urban and rural minimum living security system separation is no longer adapted to the economic development and social harmony, it is imperative to achieve a coordination of minimum living security system as a whole in urban and rural areas.Shandong is an economic and a big agricultural province, on the one hand, its economy is relatively developed; on the other hand, there are still large numbers of rural poverty problems. The separation of urban and rural minimum living security system also exists. In this paper, through the persecution the equalization of public services, taking the city of taian as an example, to analysis the non-equalization of Shandong’s urban and rural minimum living security system. Through a comparative analysis of historical data, can be seen that it exists a serious inequality in the coverage, security standards, government spending etc. This paper thinks that the reasons accounting for the difference between the minimum living security systems in urban and rural areas are the urban-rural dual economic structure which leads to differences between urban and rural areas, the deviation from the government orientation of value, the design issues of system, lacking of legislations protection, etc. Through comparing and drawing on the merits from the experiences of coordinating the building of this system of urban and rural residents from home and abroad, this paper proposes that coordinating urban and rural residents minimum living security system should be divided into two stages in Shandong province, we should transfer the system in urban and rural areas from a "mutual separation" to a "sub-system integration" one at first and then from a " sub-system integration" to a" urban and rural integration "one. We hope to complete the establishment of an integrated system for both urban and rural residents, reconciling with socialist market economy by2025. Meanwhile, in the overall process should establish and improve relevant laws and regulations, combined with the "asset-building theory", guaranteeing the implementation of the development of household assistance, and strengthening combination with other social security programs to establish a perfect urban and rural minimum living security system.
