The budget of posts in public institutions is a special kind of human resourceorganization. The scientific and rational organization framework and budgeted postsis the basic assurance for the development of society public services. To strengthenmanagement of the posts budget in public institutions at Shaoyang city is an importanttask to developing society economic and improve the basic profits for the Shaoyangcity peoples.The posts budget of Shaoyang city public institutions is lagging behind, mainlybecause of the traditional post budget method; There are many incompatible problemswith the development of social affairs. Such as lagging behind of management method,management mechanism is not perfect, and lack of management laws and regulationsand other issues. These problems affect the development of public institutions.Therefore, research the posts budget of Shaoyang city public institutions and explorea new way both adapt to the requirements of the market economy development andconsistent with the new ways of the law of agency and staffing management hasbecome a priority.This article investigates the management system, management content,management methods, management mechanism of the Shaoyang city publicinstitutions, then conclusion of the posts budget reform pathway. First describe andanalysis the concepts related to the posts budget of public institutions. Managementprinciples, management system, management content and management methods werealso described and analyzed; Second, followed by inductive conclusion of the postsbudget practices in some areas of domestic public institutions summed worth learningand reference; Third, through analysis the situation of the posts budget of publicinstitution in Shaoyang city, points out the problems and the reasons; Finally, givingthe countermeasures and suggestions for the posts budget of Shaoyang city publicinstitutions. First take service and social development as object to exploremanagement reform ways; Second, innovative management methods, optimizing thecause of the allocation of resources; Third, strengthen supervision and inspection, andenhance management effectiveness.
