Study On The Public Policy Making In China From The View Of Corpor Atism

Public policy is produced by public authority whose target is to allocate thesocial resources and value. It is one of the most important political achievements inmodern society life, furthermore, it is a kind of significant tool and means of publicadministration by which the government implements polities democracy, economicdevelopment and social harmony. At present, China is in rapid social transformation,social problems become more complex and intense, the public policy environment hasundergone fundamental changes. Government becomes more and more confused andPowerless to formulate policy in the direction of public interests.Therefore, from the view of corporatism theory, this paper analyzes the currentpublic policy making in China. At first this paper summarizes the researchachievements of relevant domestic and foreign scholars, on the basis of this,introduces the corporatism theory and public policy theory. Secondly, this paperanalyzes the current situation of the subject and process of public policy making in ourcounty. And by analyzing the relevant literatures, sums up the existing problems, suchas: interest groups are independent, the representation of the interest groups arequestionable, the participation abilities of interest groups are weak, the authoritativesystem of participation is unsound, legal norms are imperfect, government andinterest groups have concept problems, etc. Finally, this paper sticks to the originalsociety-national relationship principle, and on the basis of the current reality of publicpolicy making in our country, try to find the solution for the government and interestgroups, in order to provide certain theoretical guidance and enlightenments for thepractice of public policy in China. This paper considers that we can improve from thegovernment and interest groups two sides. Government should relax the controlsystem, reform the management mode of establishment, improve and perfect theauthoritative expression channels, strengthen the construction of relevant laws andregulations, cultivate new representative interest groups, pay attention to the role ofthe mass media, change the concept. Interest groups themselves should improve fromthree aspects including strengthening the awareness of participation in public policymaking process, improving their actual strength of software and hardware.
