Detention places under the control of police are important parts of China’s publicsecurity organs and they assume the role of criminal and administrative enforcementof law. They bear the following functions: to ensure the effective supervision andsound operation of custody, penalty, punishment and the implement of mandatorymeasures; to ensure the security of detention places by managing them strictly andestablishing regulatory orders; to educate, rehabilitate those detainees; to combat andpunish criminals, and to prevent and reduce the occurrence of crime. Theadministration of these detention places is a systematic project in which systemconstruction is the key nodes. Improving system construction constantly is theprerequisite to and the basis for the safety of the detention places.In this paper project management and system construction are combined byintegrating management system and methods into the design of system buildingprograms for detention places. By employing questionnaires, interviews, theoreticalresearch and literature studies and analysis, this paper analyzes the status quo ofsystem building in detention places in Fushun City. The problems about managementsystem reflected by law enforcement officers, detention places, and detainees arepointed out. This paper also endeavors to find the causes of the problems as well asthe possibility and necessity to strengthen and improve system construction ofdetention places. System-building programs are put forward as the main line. In thisway, this research hopes to provide recommendations and solutions to systemconstruction for detention places to ensure the management of these places to be morescientific, standardized and humane.
