In1984, China’s the first development zone was established, which turned out to be aremarkable milestone in the new era of China. After nearly30-year development, itspositive role was demonstrated, in attracting overseas investments as well as boostingeconomy, which have made a significant contribution to China’s both economic and socialdevelopment. Whereas, a great variety of problems have being popped up continually asthe development continues to proceed, especially when it comes to the post-developmentof the zones.The development zone is transforming from a economy-focused district to a moderncity, which is highly populated and equipped with numerous enterprises. Integrated cityrequires perfect governmental supervision, while the administration of the majority ofdevelopment zones-The Administrative Committee serves as the management committeeof the superior government agency, which is only qualified with economic managementgranted by the local government and a part of the administrative permissions. Suchauthorization is not standardized even out of place. What worse,the government’sauthorized procedures of development zone are proved lack of rigid, constraint mechanism.There is often the case that authorized program is out of place, which inevitably resulted inthe contradiction of increasing social affairs and limited administrative permissions,as thedevelopment process of the zones proceeded. This evidence have indicated that thisadministrative system is no longer feasible under the imperfect administrativeconstruction.Under this circumstance, how to introduce changes gradually to adapt to thecurrent situation, which is the exact purpose of this article.Owing to most of China’s development zones’ administrative system is flawed, thefocus of this paper lies in a fundamental assumption that the best solution would becombine the development zones with administrative districts or encouraging independentadministrative regions, but administrative region unity is the best realistic choice. I willanalyze the theory in the perspective of executive system, by the means of completeanalysis and summary of the historical process and different types of management systemto clarify the direction for the future.I confirm the transformation from development zonesto administrative regions is inevitable. This tendency in the process of development is anintegration advantage, which integrates superiority of the two, the development zone andadministrative region. It’s anything but a return to the old system. After recognizing thedifference in function and organization structure of the development zones and localgovernment, the problem of the status of legal subjects deficit and flawed management organization is clear. Another problem consists in the missing functions in management,which is demonstrated throughout the article. Thanks to the analysis of the possible reasonsfor these problems, some suggestions about the adjustment of the construction has beenproposed: First, require legal identification of the development zones in the law, sound thelegal system in the development zones and qualify the authority of the AdministrativeCommittee; Second, promote management system reform, definite of the power andfunctions of the development zone reasonably and select proper and feasible managementsystem; Furthermore, there is no doubt the combination of administrative regions withdevelopment zones will serve as the most practicable and effective option considering thegrowing trend of the development zones. On this basis, the feasibility of the pattern, theCombination of Administrative Region with ETDZ is testified the best in this article,supported by practice cases. The conclusion was reached in the analysis of evolution ofDalian Development Zone, from administrative region governed by the the CMCquasi-governmental unity to the combination of the local government and construction.
