Our government continues to increase allowances toagricultural production, implement minimum purchase price for wheat, improve the socialsecurity system, and broaden the range of new rural social endowment insurance to40%,make experiments about endowment insurance of urban residents.In the process of modernization, the Communist Party of China has attached important tothe problem of agriculture, rural and farmers, so whether the new rural construction issuccessful or not is the key to modernization construction. However, to finish this great goalis very difficult actually, especially rural ideological and political education. The peasants isthe main element of new rural construction, new rural construction requires new socialistpeasants that adapt to the new times. Obviously, the traditional mechanism of rural ideologicaland political education is not appeal to the peasants, unable to adapt to the development ofrural economy and spiritual cultural needs of peasants, Facing to this situation, the educatorsmust research rural ideological and political education in practice, this is very historical andtheoretical significant to promote the development of rural ideological and political education.This paper focuses on the study on new rural ideological and political education in theprocess of modernization. On the basis of reading a lot of books, it emphasizes the importanceof rural ideological and political education from the aspects of rural, agriculture, peasants, andmainly discusses the definition about rural ideological and political education from theaspects of the ideal and belief education, scientific and cultural education, democracy and laweducation, moral education in the process of modernization, combining the actualinvestigation about peasants’ of Hongluoxian Huludao City it analyses the advantages anddisadvantages in rural ideological and political education and results in a viewpoint: the factsthat peasants’ ideological and moral quality don’t adapt to new rural construction and newrural culture construction don’t adapt to peasants’ growing spiritual and cultural needs affectthe development of rural ideological and political education.It improves the work system ofrural ideological and enhances the training system of the rural ideological political educationand establishes the evaluation mechanism of rural ideological and political education; richesrural ideological and political education carriers that include management culture carrier,activity carrier, innovation of communication carrier and other aspects, find out the newmethod about making the new rural ideological and political education better in the process of modernization.
