The Research Of The Difficult Position And Solutions In Realizing Chinese Rural Autonomy

China is a large agricultural country, so "problems of agriculture, county and farmer" is the key to Chinese social and economic development. The report of the18th National Congress of the Communist Party clearly pointed out:"we need to strengthen a vigorous basic-level autonomy system, which led by the Party organization at basic level. Expanding orderly participation, promoting information closure, strengthening rules of procedure and consultation, and intensifying supervision of power being regarded as focal points, we widen the scope and means, and enrich the content and form, in order to guarantee people have more practical democratic rights." That is, in rural area, villagers can exercise their autonomy rights directly and handle their matters in accordance with law through autonomy. The core of rural autonomy is the rights of rural autonomy, realization of which can help improve Chinese democratic constitutional process; and help fulfill the civil rights in constitution at rural basic level, thus promoting the advance of socialist democracy and legal system. But the realization of rural autonomy rights is affected by different kinds of factors, for example, now available laws are not perfect; performing of rural autonomy rights is formalization; the rural economy is behind; the villagers’ awareness of democracy and rule of law is not strong. In order to realize the rights of rural autonomy, we should perfect legislation, standardize the performance of rights, promote the development of economy, and improve the democratic and legal awareness of villagers.Taking the rights of rural autonomy as the point of research and Shengfeng Town of Wuyuan County as an example, this thesis analyses the realization of Chinese rural autonomy rights from three parts:the first part introduces the basic knowledge of Chinese rural autonomy rights, which contains their related definition, the laws related to basic-level autonomy in China and West, and the value of the rural autonomy rights’ realization; the second part analyses the difficult position and their reasons in Realizing Chinese Rural Autonomy from the organization and functions:the third part reveals the realization solutions, which contains perfecting related legislation, improving the scientific and cultural level of villagers, strengthening awareness of democracy and the rule of law of villagers, promoting the development of rural economy and society.
