Modern government’s aim is to provide better service to the community, and how to consider the outcome of the civil service policy is placed in front of the problem of governments. Performance appraisal of civil servants in the West has long been some study of history, the establishment of a more perfect and mature civil service management theory, especially made certain achievements in the study of the theory and practice of the Balanced Scorecard. In contrast, the Chinese government research and practice in the areas of performance appraisal of civil servants are still at a preliminary stage, few studies on the use of Balanced Scorecard performance appraisal of civil servants.Quality and technical supervision departments as a functional department of our government, bear the product quality, food safety and social management, security, special equipment, metrology, standardization, certification and accreditation, etc., to fulfill three functions of administrative law enforcement, security, monitoring and integrated management, plays an extremely important role in our social and economic operation. Currently Zhangzhou Municipal Quality Supervision Bureau for the performance appraisal of civil servants and other similar performance appraisal of civil servants, it is difficult to highlight the characteristics of quality and technical supervision departments, more general indicators of the performance evaluation, performance evaluation function is difficult to play. Balanced Scorecard is a powerful strategic management tool for strategic and operational characteristics of Zhangzhou Municipal Quality Supervision Bureau, accurately set the performance index, effective remedy existing problems of performance appraisal of civil servants to help Zhangzhou Municipal Quality Supervision Bureau to improve the overall management level, play performance evaluation function to guide the realization of strategic objectives.In this paper, the Balanced Scorecard as a research basis, Zhangzhou Municipal Quality Supervision Bureau to discuss the performance appraisal of civil servants. The article first describes the theory point of BSC connotation, characteristics and implementation are described. The use of public management performance appraisal theory, starting from the duties and functions of the quality supervision department, the status of Quality and Technical Supervision, Zhangzhou, performance appraisal of civil servants working for analysis, pointing out the problems with the theory of Zhangzhou Municipal Quality Supervision BSC Bureau of performance appraisal of civil servants to interpret the problems, identify the perfect path based on the Balanced Scorecard Zhangzhou Municipal Quality Supervision Bureau of the civil service performance appraisal system. Propose measures to improve compliance with the Quality Supervision Bureau of Zhangzhou performance appraisal of civil servants from the aspect of construction principle evaluation system, the overall vision and strategic positioning, core aspects of performance evaluation, system security measures.
