The Fragile Cooperation:the Construced Relationships And Its Consequences Of Community Service Center And Grass-roots Administrative Power

With the rapid development of China’s market economy, Chinese society also profound social transformation and community change, the government began to focus on the development of society, some of the functions returned to society, government and community to fulfill the responsibility of the management of public affairs, and therefore for the community development organizations provide a good opportunity, which is to undertake social organization of government services where the legality and legitimacy.In this context, this paper chose Shenzhen T Community Service Center as a case, through empirical research, the process of attempting to construct T cooperation between the executive power of community and community committees, community service centers and workstations composed between reduction and interpretation, to select social action strategies were described and analyzed. Finally, the paper pointed out that under the current "strong government, weak society" Environment, community service centers and cooperative relations of power between the executive and the community is" fragile cooperative" relationship. Community administrative power under the circumstances of the community firmly grasp the power and resources, the initial attitude of the community service center is relatively indifferent, community service center executive power in order to get community support, and mobilize more resources, adopted a " self-dwarfing " the strategy of the executive power to cooperate with the community. Therefore, this cooperation was originally based on inequality and asymmetry, large disparity between the two sides forces, community service center for the community’s over-reliance on the formation of the executive power unsustainable "fragile cooperative " relationship.I believe that this situation will persist for a long period of time, this situation is fundamentally determined by the management system, which is an absolute right to speak because the executive power of community is a community administrative power status in the community decision, and this position comes from its power to community resources and absolute master, by contrast weak forces of social organization, their own lack of ability, and community executive power cannot be equal dialogue. To alleviate this situation, in terms of resource mobilization, social organizations can enhance their ability to integrate resources, reduce dependence on government resources; in influence, through exchanges and cooperation with the community focus, and enhance the credibility and influence.
