With the increasingly development of the modernization, the Electronic Government Affairs is becoming an inevitable trend of government reform. When the electronic government affairs developed to a certain extent, government electronic document appeared. And the relevant research about government electronic document is conducted to improve the efficiency of the government. However, the government did not play role well as expected in this new kind of documents administration area, which even made lower effectiveness and higher cost than older paper one. The high speed of electronic documents increase with low administration level is forcing government to strengthen in this area. Furthermore, National Electronic Records Management Inter-ministerial Joint Conference already made kinds of regulations, which requires local governments pay more attention to the electronic document management.This paper is from the perspective of public administration. Firstly, it compares the several main foreign electronic document management theories--Life Cycle of Records, Records Continuum, Front-end Control and Whole process management idea and then analyzes their processes and characteristics. Secondly, it analyzes the problems founded in areas of electronic record management system, resource building, evidence effectiveness, safety, security and utility. Thirdly, this paper provides several recommendations around authenticity, integrity and utility of electronic records.Additionally, it makes Jiangxi province government as an example to find a feasible approaches to implementation those recommendations of every single process including archiving, transfer, protection, access, storage and utilization and brings up the new idea of electronic records management finally.
