Poyang Lake area of flood disasters are more serious.Each year, the economic losses causedby floods are enormous. Flood damage assessment is an integral part of the field of flood controland disaster mitigation, how to use the non-engineering measures for flood losses evaluationcalculation accurately, this is a strategic task in front of us related to the Poyang Lake area ofsustainable economic development, attached great more and more importance by the PoyangLake District government departments, it is necessary to carry out the Poyang Lake area flooddamage assessment system based on GIS.First, the paper outlines the research background and significance of the Poyang Lake areaflood damage evaluation system; Poyang Lake flood damage evaluation system needs analysisand overall design, requirements analysis include data requirements analysis, user requirementsanalysis and functional requirements analysis, overall design include development environment,framework structure and design patterns, design patterns to build a plug-in GIS applicationframework.Secondly, study application model of Poyang Lake area flood damage evaluation system,describe the application model of GPU and BP neural network. To establishFlood analysis model of GPU acceleration and BP neural network flood damage assessmentmodel.Then, the PoYangHuOu flood damage assessment system model is studied, on this basis, toestablish t spatial database and attribute database, and the realization of the connection data withOracle through spatial database engine ArcSDE and ADO.NET technology.Finally, take ArcGIS9.3as GIS platform, Oracle10g as database platform, use the.NETplatform C#language through C/S structure, use the ArcGIS Engine component technology andthird party plug-ins Developer Express to develop and implement the Poyang Lake area flooddamage evaluation system, which contains basic data management, basic information query andanalysis, flood analysis model of GPU acceleration, flood forecast, and BP neural network flooddamage assessment.The flood analysis model based on the the GPU which belongs to Poyang Lake area flooddamage evaluation system can play the ability of the GPU parallel processing and floating-pointoperations, under the premise of calculation accuracy to get inundated area quickly, and theninput real-time flood inundation area impact factor into BP neural network flood damageassessment model, thus, to enhance the accuracy of flood disaster loss assessment. At the sametime, Poyang Lake area flood damage evaluation system can timely and accurately providedisaster information to the Department of flood control and disaster relief, provide scientific support services for flood prevention and relief decisions, be able to produce moregood economicand social benefits, has a good application value.
