With the rapid development in the field of chemical industry, chemical products have extremely position in industry and daily life of residents. However, large of flammable, explosive, toxic and strong corrosive raw materials are used in the process of chemical products manufacturing which causes more and more accidents during production, storage, transportation, e.g.:explosion, fire, toxic, radicalization. It brings heavy hazard.For more and more chemical industry development zone establishment and investment, emergent accidents diversity and complication, it’s essential to build a set of comprehensive emergency response command system to replace traditional emergency mechanism.In this passage, based on the frame of current emergency response command system, internal parameter, emergency management database and modeling, effective appraisal proposal is made and designed system is optimized which finally forms a comprehensive management system that meeting the needs of emergent accidents and regular emergent management.
