Fishing boat sailing in security operations related to the life and property safety of the fishermen. The Administrative department of Marine is focus on the fishery security issues. For the ocean fishery security,This paper’s main contents include:1) This paper according to fishing boat accident cases. After the careful arrangement and analysis, we build Fishing Boat Accident Case Models based on characteristic of fishing boat accident case and fishing boat’s structure. The model has five modules, include Accident Type Information, Accident Spatiality and Time Information, Fishing Boat Information, Environment Information and Custom Information. This paper build Fishing Boat Accident Case Library base on spatial database technology. The Fishing Boat Accident Case Library’s structure is three layers structure. Top Layer-Sea Area Layer record the province where the accident occurred. Middle Layer-Type Layer record the type of accident. Bottom Layer-Accident Layer record detailed information of accident. These accidents store in the Geodatabase. Fishing Boat Accident Case Library is spatial, complete and extensible. We explored a new way to save and manage fishing boat accident case.2)This paper base on principle of artificial immune system and fishing boat accident cases of Fishing Boat Accident Case Library, bulid model of marine fishing vessel early-warning by negative selee BP neural nection algorithm. The model’s early warning indicators are Fishing-boat’s Age, Tonnage, Material Qualitative, Engine Power, level of sea surface wind and wave height. Base on the historical fishing boat accident case data, model’s early warning indicators is calculated by thtwork. After a series of steps such as Data encoding, Affinity algorithm and Create warning detectors, bulid marine fishing vessel early-warning model(for wind disaster). The accuracy of model result is high, and meet the demand of early warning.3)This article is based on the MFC framework with open source GIS development kit, embedded Matlab COM components, completed the Marine fishery production safety environmental protection service system development work. And system has realized the fishing vessel monitoring, risk analysis of Marine environmental forecasting, fishing boat, electronic mapping, etc. The system integrated with fishing boats maritime case, ocean fishing boat early warning model. Offer fishing boats where is in dangerous waters to alarm and safety guidance, promote fishery production safety service ability, for fisheries production safety management provide technical support.
