Sichuan Health Resource Allocation, Utilization And Optimization

To investigate health service need/demand, the allocation and utilization of health resources of the Sichuan provincial e, medical and health resources; according to the present situation analysis, analysis and discussion of Sichuan Province health service need/demand, Sichuan Province, medical and health resources in Sichuan Province health resource allocation, the existing problems and reasons; countermeasures construction of the corresponding and from the aspect of health investment, resource allocation standard, regional health planning, formulation and implementation feasibility of Sichuan Province to provide basis for health development planning, to meet the health needs of the growing. Methods: literature review. In a different key words search core journals were analyzed in Chinese Journal Full-text database, level two data extraction.2006-2010in Sichuan Province cited health statistics yearbook,2003and2008national health services research results and Sichuan provincial health related reports, extract the health institutions at various levels of human, material and financial resources, and work efficiency, effect analysis data; two weeks prevalence rate, two week visiting rate, rate, prevalence rate of chronic diseases analysis of the influence of hospitalization, medical expenses etc.. the expert consultation. Some senior members of the medical and health field of planning and key informant in-depth interviews, qualitative analysis of lovers know interviews and expert consultation as data. Thus both qualitative and quantitative understanding of the problem and the present situation of planning in the better. Results:need/demand from the health point of view, the rural medical and health service needs of residents have not been met; subject to effective medical service demand city residents constraints and suppression; aging society coming, chronic disease prevention and control situation is very serious, from the quantity and distribution of health resources point of view, a substantial increase in health resources, health service ability; health resources shortage, contradictions have not been fundamentally alleviated; the lack of basic health resources, to increase and upgrade; health resources distribution imbalance, must have great differences in health problems facing different types area, from the perspective of health resources, health resource utilization problems, need to improve and increase. Conclusion:to increase investment, health resources in favor of the weak area, scientific formulation of standards of health resource allocation, guide the rational allocation of health resources. Attention should be paid to the standard high limit and the bottom line; total amount control, interior modulation is based on the perfection of the system, promote regional health planning is the key, the effective implementation of standards of health resource allocation. Health planning should have global sex, forward-looking, fully reflect the health needs of the people, fully reflect the leading role of the government, combined with the policy trend, seize the opportunities for development, improve the medical insurance system, improve the utilization rate of resources.
