Region due to the competitive relationship bet ween limited accommodate various industries and industry, industrial policy form ulation and resource allocation process a double contradiction between the "scale expansion of existing enterprises "and the "introduction of new enterprises", Ho w to make full use of existing resources, efficient allocation of long-term policy for the development of industrial development, and promote the development of competitive industries, to support the a weak industry’s progress? The resolution of this issue needs to be studied in the comprehensive survey of the developme nt of cultural industries on the basis of its subsequent development strengths and level. Delimit BeiLin area, Cheng Qiang area, LianHu area, XinCheng area, YanTa area, WeiYang area and BaQiao area for space research area; Through the life cycle related theory research, fro m the reality of Xi’an cultural industry development time is shorter, the Xi’an c ultural industry’s life cycle can be divided into formation, growth, maturity and d ecline four stages, and the key of Xi’an cultural industry from into the formatio n to the mature period of the golden age for key research.The second part is the main part of the research phase:First of all, this ch apter Xi’an cultural industry as a whole as well as sub-sectors in the area of sev en life-cycle time value, calculated by fitting the curve, Xi’an cultural industries and sub-industries lifecycle most of the early stages in the growth stage, only a few sub-sectors in the development of the region into the late growth stage of tr ansition to maturity, but also verify the G-K model "life cycle curve of the num ber of firms and value difference"theory, Further use Pearson correlation analysis of the life cycle of time-varying cultural industries in various sectors in the mu nicipal and district-level scale that the length of the life cycle of the various ind ustries of the cultural industry in Xi’an municipal scale are mainly affected by th e ChengQiang area, BeiLin area and YanTa area, followed by LianHu area, Xin Cheng area, BaQiao area and WeiYang area. Then, using a life-cycle time value plus saturation point data to establish cultural industries in Xi’an Agglomeration t hree indicators, namely the degree of industrial agglomeration Ks index, the gro wth stage of the industry life cycle to the the maturity rise time T index, indust rialeconomic benefits of the Q index. Through GIS mapping display all kinds of cultural industries in Xi’an KS and Q index changes follow the basic to the are a of the ChengQiang area, decreasing from south to north from the inside out, t he change characteristics, in particular, in addition to the cultural heritage protect ion industrychange characteristics of the cultural industry as a whole and the rest of the industry are less clockwise spiral from the inside out ". T index showin g irregular status in the cultural industry as a whole and the various industries; Finally, the T index Q index established criteria for the classification of the type of regional agglomeration of cultural industries in Xi’an, full account of the life-cycle perspective of the whole process, Xi’an Cultural Industry agglomeration an d development of the life cycle, by time and industry, the level of contribution c an be divided into long-high, long-low, short-high, and short-low four major cate gories. The results showed that:of Xi’an culture industry as a whole and its sub-industry type of aggregation is essentially a long-low (41.07%) and short-low (41.07%) two categories, typical areas such as ChengQiang area are basic long-hig h value-type region, short-high type region only to3.57%of the total number.The third part is the problem-solving phase:research findings, summarized i n Xi’an cultural industry cluster development of power mechanism, is divided int o seven sectors based on the "content to the audience," the market-oriented dyna mic mechanism and based on the "audience to the content" resource oriented dy namic mechanism, two categories were investigated through the gathering momen turn factor analysis of dynamic mechanism, that the former is mainly affected by traffic, population, related industries and the impact of purchasing power, while the latter is mainly affected by cultural resources, personnel and policy implicatio ns.
