As the “fourth power”, media’s communicational role between governments andcitizens, entitled its possibility to participate into political decisions, includingdecisions about foreign affairs.Through the introductions of post Cold War Japanese multi-actors’ foreignpolicies and the openness and clearness of Japnese media, this paper intents toillustrate that media work as governmental decision-making’s supervisor. Japanesemedia add pressure upon their government through providing information and settingup themes for foreign policies with reports and comments. At the same time, Japanesemedia sucess in arise public attention and voices to make themselves moreunavoidable. Especially in the Sina-Japanese aspect, main newspapers’ negativereports caused some kind of anti-China impressions among civilians, which leads tothe huge pressures on governmental policy-making. Therefore, only with the researchon Japanese media regime and the highlight for media’s influence upon theirgovernment, then we could try to avoid unnecessary negitive impact in the long run,in order to promote a healthy Sino-Japanese relationship.
