The human social developing history essentially is a history which human ability develops unceasingly, in particular in the knowledge economy and the globalization time, in which human’s knowledge and innovation ability have become the decisive element of production and the main driving force of economy growth. Therefore, enhancing ability construction is the essential need of human society development. Party’s Fourth Plenary Session of the16th Session resolution "the Central Committee of the CCP about Enhancement Party’s Ruling Ability Construction Decision" pointed out "The ruling ability construction must be strengthened vigorously. It is a significant strategic topic about the China socialism enterprise prosperity or decline, success or failure, about the Chinese nation fate, about Party’s life and death and the national long-term peace and good government","the ruling ability construction is a basic construction since Party is in power". After determining the political line, the cadre is the decisive factor, and the cadre troop’s ability construction is one of the key construction of the Party’s ruling ability construction. As university is concerned, raising and accomplishing one cadre troop that has both ability and integrity, the red and expert, is the key to run a satisfactory school for the people. Requested by the goal of "being reliable and able", the enhancement university leading cadre’s ability construction is a key point of current university cadre troop constructiopn. Therefore, theoretical studies on the university leading cadres’ ability construction, not only have the reality necessity and the pressing, also have the important theory significance, the practice significance and the historical significance.Instructed by the method of Marxism standpoint and viewpoint, made use of materialistic dialectical method, logic and the history unification method, the analysis and the synthesis method, this article discusses the basic content of ability construction, the research significance of ability construction, as well as the countermeasures of further strengthening the university leading cadres’ ability construction and so on.
