Inner Urban And Rural Basic Public Cultural Services Equalization

China has a long history, splendid culture, broad and profound culture in large part from the basic public cultural accumulation and development, inheritance. With the overall development of new countryside, should pay attention to the basic public cultural construction and supporting, mobilize the participation enthusiasm, improve the villagers to participate in the construction of public cultural confidence, and vigorously support the construction of basic public culture, development of basic public culture is the embodiment of cultural heritage, development, is the only way which must be passed to the construction of spiritual civilization, is a concentrated rural spirit, it is also an important part of a harmonious society in china. In China after the reform and open policy, the basic public culture has made great progress, but compared to the city, many problems still exist in the construction of basic public culture, such as the basic public cultural development level is not balanced; the slow pace of development; not in harmony with economic growth; the lack of infrastructure and the necessary conditions for the relatively weak management, culture; poor construction of qualified personnel.This paper studies to Hohhot City township construction of basic public cultural status as an example, analyzes the deficiencies in the construction survey of basic public cultural in Hohhot City Township, and in view of the influence of Hohhot City township public cultural construction factors put forward countermeasures on the basic public cultural services in urban and rural areas. New rural construction background of:including the government functions change, improve the basic public cultural service system of laws and regulations, implementation of the provision of basic public cultural service system, establish diversified basic public cultural service performance evaluation mechanism, strengthen the construction of the local rural cultural talent team in Inner Mongolia area. This paper has six parts:the first part of the research background, purpose and meaning, research content and method is discussed. The second part mainly describes relevant implications of the construction of basic public cultural. In the third part of the public culture construction in Hohhot City Township, the fourth part demonstrates the construction of public cultural problems. The fifth chapter analyzes the basic cultural services in Inner Mongolia is the cause of the problem, in the sixth part, countermeasures of basic public cultural urban-rural equalization combined with the construction situation of township public culture theory construction of basic public cultural and Hohhot city puts forward under the background of new countryside construction.Based on our new rural construction as the background, a comprehensive study on the construction of basic public cultural theory and practical problems. Using the method of literature review, on-the-spot investigation method in combination with the research method, in order to both in theory and practice can be beneficial to the construction of Inner Mongolia area of basic public cultural work, offer certain theory for the development of the construction of China’s basic public services equalization of urban and rural areas and reference.
