Theoretical Basis And Logical Evolution Of The CPPCC

The National Committee of the Chinese People’s Political ConsultativeConference (CPPCC hereafter) is a great creation that the combination between theMarxism-Leninism united front theory, party theory and democratic political theoryand Chinese reality. By this theory, Marxism-Leninism united front theory, partytheory and democratic political theory constitute the three theoretical foundation ofCPPCC.The communist party of China develops the understanding of CPPCC’s threetheoretical foundation, not only has the inner logic of theory, but also has the innerlogic of practice. In theory, from around the founding of new China to18th NationalCongress of the Communist Party of China, from Mao Zedong to Hu Jintao, is aenriching and developing process which come down in one continuous line; Inpractice, from building our new China on consultation to the socialist deliberativedemocracy as an important form of people’s democracy in China, from highlightingthe democratic political function in the special period to the democratic politicalfunction is increasingly enhanced now, it is a historical changing process.This paper mainly includes four parts:The first part briefly introduced CPPCC’s gestation, produce, and contemporaryform, and summarized the research situation of CPPCC’s theoretical foundation.From the contemporary China’s political framework to understand the status androle of CPPCC, that provides the basis for writing.The second part mainly discussed the united front theory, party theory anddemocratic political theory of marxist classical writers and CPC. According to thenature of CPPCC, three theoretical foundation have different emphasis discussed: theunited front theory focuses on unity, party theory focuses on party cooperation,democratic political theory focuses on people’s democracy.The third part explored the logic of practice of CPPCC’s theoretical foundation.This part analysed the major role of CPPCC took in different period, and dissected thereasons for change of CPPCC’s theoretical foundation from the social economic basischanges, social multiple structure changes, and national political strategicadjustment aspects.The fourth part mainly analysed the internal logical relation of CPPCC’stheoretical foundation: CPPCC is the outcome of Marxism-Leninism united fronttheory sinicized, party theory guarantees CPPCC’s position in the political institutions,democratic political theory make CPPCC play better to the degree of democracy. AndMarxism-Leninism united front theory can also explain the theory of party anddemocracy, becoming their theoretical basis.
