Local Government Cooperation In Support Of China's Participation In The ASEAN Region

Under the globalization trend, the national relations actors appear anincreasingly diversified trend. New Liberalism puts forward that national relationsactors really appears diversified and it also believes that, sub-national governmentsare also important for international relations. Now a variety of non-state actorsstudies were significantly increased, such as the European Union studies. Localgovernment as a sub-national government has enhanced the participation of Chineseforeign affairs, participating a wide range of international activities. The localgovernments use its own advantages to participate in international activities, andthey also use the government’s opening policy to strengthen the foreign economiccooperation constantly, setting up their own international network, developingmultiple fields of international communication. All that plays a very positive role inpromoting the central government’s foreign policy and target. In2002, China-ASEANFree Trade Zone starts to build, ASEAN is China’s largest trading partner in developingcountries, China is the fourth largest trade partner of ASEAN. This article takes theYunnan province and the ASEAN’s cooperation as an instance to analysis the localgovernments international behavior. Through Yunnan Province’s internationalbehavior, ways and support the implementation of the economic and politicalactivities of the local government of the foreign policy of the Central Governmentand promote a positive impact and explain the existence of the problem, through theadvantages of the place as well as the resources and mechanisms at its disposal tosupport Chinas participation in the process of regional cooperation with ASEAN. Thisarticle is divided into three parts. The first part describes the cooperation betweenChina and ASEAN from China’s politics. The second part of describes the theory ofYunnan’s cooperation with ASEAN. The third part is to make in-depth analysis of thecontent through the political, economic, and policy and methods of cooperationbetween Yunnan and ASEAN.
