With the deepening of economic globalization, science and technology haschanged rapidly in today’s world, what make the organization in the era of knowledgeeconomy gaining sustainable competitive advantage is no longer a capital andtechnology but talented person. In order to meet the challenges of the era, acceleratethe construction of a service-oriented government, improve the governance capabilityand the public service quality, the most important thing for the government is to selectthe competent talents who have the high performance, excellent comprehensivequality in leadership positions. As the specific operation functions of the governmentand a national policy makers and practitioners, leading cadres’ political level,professional quality, knowledge structure, moral standards and so on is closelyconcern to the execution of the public affairs. Government’s ruling level, alsoreflected directly from ruling level of the leading cadres. therefore, how to promotingthe cadres with political reliability, strong working ability and excellent style to theleadership position, and training a large number of outstanding leading cadres withboth ability and political integrity is the important and urgent task that the currenttheoretical circle facing. The departmental level cadres plays a backbone role ingovernment management with its responsibility and the important role their play. Inview of the complexity and diversity of government leading cadres group and thestatus of key departmental level, this study selected the departmental level cadres asthe investigation object for research.Literature research, case study method, comparative method, etc. was used in thisstudy. This study has combed the competency model and some related concepts first,then introduced the departmental level cadres’ competency model and inspected thecompetency model applied at present situation in the departmental level cadresselection of our country, after that analysis on the achievements and existing problemsof the application in cadre selection, put forward the feasible countermeasures on thebasis of the experience at domestic and abroad, this can provides the actual scientificbasis for the promoting of competency model application in the leading cadreselection, also better for the democratization, scientific, institutionalized of leadingcadre selection. All this can contribute to the corresponding reference to select talentswith competence, to improve the leading cadres’ ruling ability and to ensure thesmooth operation of the construction of socialist harmonious society.
