On The Micro-blog Real Name System A Negative Impact On The Right Of Citizen Oversight

Since the end of2011, our country began to implement the policy of real-name micro-blog, and gradually dispersed this approach from local government to the State Council administrative regulations with the intention of implement it nationwide. The implement object of China’s micro-blog real-name system is the social network service represented by "micro-blogging". The Chinese government designs this policy of real-name micro-blog system with several aims:combating online illegal and criminal activities, purifying network environment, strengthening the responsibility consciousness of the public and promoting the construction of credit society. However, the real-name micro-blog denied the anonymity of the Internet and will seriously influence citizens’freedom of speech and affect their exercising the right of supervision. Real name micro-blog can break the equal pattern of the Internet users, and is the intrusion of government towards the public sphere. It influences the initiative and enthusiasm of the public politic involvement; helps to strengthen the monitoring for the micro-blog on political speech; not conducive to improve government work quality, nor to improve their quality of the government staff; not conducive to resolving social conflicts which in turn affects social stability. This paper uses methods of case study, literature research and interdisciplinary comprehensive research on the study of micro-blog real-name system’s negative impact, basing on three aspects, theoretical basis of the right of supervision, the negative effect for its implementation and supervision. It also discusses the necessity and feasibility of cancelling the micro-blog real-name system in third parts. Through the micro-blog real name system and the right to supervise the relationship between the argument, this article tries to illustrate that the real-name system for the implementation of micro-blog also needs perfect system and legal norms in our country, or else it will have inhibitory effect on citizens’right of supervision and should not be carried out at this stage.
