Food is the most basic material conditions of human survival and development. In recent years, with China’s rapid economical and social development, some food safety incidents also emerged. This should be the most basic security problem of food safety was pushed in the teeth of the storm, has seriously affected the people’s quality of life and life safety. At the same time, China’s food industry as an important industry in the national economy, the food safety problem also undermines our good external image.In the food safety regulatory system, over the years, China in the food safety have been guided by "segmented regulation, breed oversight ", a regulatory link from a department responsible for the supervision of food safety chain, involving agriculture, business, quality inspection, industrial and commercial, health and other departments, multi-department supervision management mode caused by the authority duty is unidentified, duplicate law enforcement, so that management chain deletion, so many problems lowered the China’s food safety supervision level. In food safety laws and regulations construction, also emerged lots of serious problem. And the western developed countries and regions for several decades or even hundreds of years built in line with their actual food safety regulatory system, safeguard their national and regional food security. Therefore, China can learn from the western developed countries and regions in the food safety supervision system in the advanced experience, combined with China’s national conditions, constantly perfecting the food safety regulatory system, ensure the safety of food. Rizhao as an emerging tourism leisure coastal city. It is necessary for Rizhao’s food safety regulatory system present situation carries on the thorough research, and learn from foreign developed countries related city food safety regulatory system experience, to improve the level of food safety supervision of Rizhao.The thesis consists of the following five parts:Chapter one is the introduction, which presents the research background, significance, methods, innovations and organization of the thesis.Chapter two elaborates the current situation of food safety supervision system in Rizhao city. It includes three sections. Section one concentrates on the theoretical studies, such as definition of some terms about safety regulatory system. Section two introduces the situation of the economic and social area in Rizhao. Section three focuses on prominent problems of the study.Chapter three provides the methodology of the present study. It introduces the safety regulatory system of the six developed countries include American, Japan, the European Union, Canadian, Austrilian and New Zealand. In addition,"five must" to perfect food safety supervision system in China is also introduces in this part.Chapter four summarizes the findings and limitations and gives some suggestions to the further study by eight aspects.Chapter five is the conclusion of the thesis.This paper analyzes the prominent problems of Rizhao’s food safety supervision system, gives an objective analysis of the food safety supervision system in the developed countries, wants to draw good experiences and practices from the past and the overseas, which In order to put forward the measures and suggestions to strengthen food safety supervision system in Rizhao City and improve China’s food safety regulatory system, also provide a reference of other research.
