In recent years, as the party and government system continuously reform and development, civil servants of the incentive becomes more and more countries and the government’s attention. Inspiration is an eternal topic, its importance is self-evident, and some see it as the soul of the management. However, China’s civil servant incentive mechanism is still exist many problems, and can’t effectively arouse the enthusiasm of civil servants, arouse their enthusiasm for the work, so it caused a grass-roots civil servants incentive difficult it of the existence of the problem. This study by using relevant incentive theory, research results in this article, on the basis of Qingzhou county-grass-roots civil servants incentive mechanism for empirical research, and then puts forward improvement of incentive mechanism of the grass-roots civil servants, countermeasures for the reform of our civil servant system to provide certain theoretical basis and experience to support, to inspire our country basic unit of civil servants potential and to improve the performance of the government has an important significance.This article first review and comment to the classical management and economy of the incentive theory, and the way to civil servant incentive research and analysis, draw on the optimizing their incentive mechanism enlightenment. Papers insist on using the theory with practice method, namely the theoretical analysis and the investigation and study the method of combining the civil service system construction is due to a strong practical science, so should with Qingzhou grass-roots civil servants incentive mechanism construction practice as the main basis on research. In view of the history of inheritance, view, namely the history and logic of the dialectic study, through the questionnaire survey, the careful analysis Qingzhou grass-roots civil servants incentive system present situation, this paper reveals the basic civil servants incentive system exists many problems of the source, and put forward the perfect Qingzhou grass-roots civil servants at present the incentive mechanism of countermeasures.The study concluded that the following main conclusions:first, Qingzhou grass-roots civil servants incentive has some problems, and performance:salary incentive insufficient strength, assessment and incentive enough, promotion mechanism not unobstructed, lack of coordination incentive every link. Second, salary, the position is the most Qingzhou promotion of grass-roots civil servants of the attention incentives. But from the analysis result, compensation demand remains very important, accounting for the leading position, and therefore improve the Qingzhou grass-roots civil servants to improve income salary incentive mechanism is very important. Third, in incentives, combined with the practical situation of the Qingzhou grass-roots civil servants to formulate the corresponding countermeasures and measures:(1) establish reasonable compensation system;(2) the standard system of rewards and punishments;(3) to establish the fair competition system;(4) establish a training system. But because of this study personal ability is limited, and there are some limitations, such as the sample limitation and further research is not, later on the conditions will be further study.
