However, due to existence of imperfect systems and protectionists, administrative organs usually go against regulations and legal spirits e in the course of formulating administrative regulatory documents formulated right, formulate administrative regulatory documents, which has led to more and more complaint events that have an increasing affected scope and solving difficulty. This not only has seriously damaged the unity of legal system, but also has actually affected governmental credibility, damaged the interests of the masses, and hindered the harmonious administration order construction.This thesis will comprehensively analyze problems existing in managing administrative regulatory documents and their causes on the basis of analyzing the concept of administrative regulatory documents and their legal status, and then fully absorb domestic and foreign experiences in strengthening administrative regulatory document management to study how to strengthen administrative regulatory document management mechanism construction, how to improve administrative regulatory document formulating competences and procedures, how to improve the administrative regulatory document reporting and reviewing mechanism, and how to establish the regular administrative regulatory document checking system, striving to improve actual administrative regulatory document management effect, avoid illegal and improper administrative regulatory documents, improve administrative efficiency, and lead to a harmonious administration.For study methods, this thesis mainly uses descriptive research method, historical method, experience summary method and comparison method. The descriptive study method and the historical method are mainly used to study related administrative regulatory document issues and their development course, and analyze and summarize existing phenomenon and theories. The experience summary method is mainly used to conclude and analyze administrative regulatory document management practices to better guide the future development of administrative regulatory documents. The comparison method is mainly used to study proper formulation and supervision systems through comparing regulatory document development of different countries or our different regions.Based on large amount of data and the theory, and to guide the actual work as the starting point, in the study, the innovation of regulatory documents in the implementation process problems undertook detailed analysis, induction, consolidation, and combined with the actual work put forward a series of executable administrative regulatory documents supervision and management system, to explore the administrative regulatory documents lawful, reasonable system, administrative regulatory documents management mechanism to provide new ideas, for the government legal organization staff to do administrative standard document, review and filing work help, in order to promote the construction of government ruled by law to provide theory support, knowledge and experience.Through this thesis, I have learned a lot, and accumulated some experience. Although I have tried my best to collect related materials, and use my knowledge to write this thesis, many deficiencies also actually exist in expression and argumentation.
