This article chooses the typical community of HAIDAIYUAN in Qingzhou county as the analysis model, deeply analyzing and finding the problems of poor services, lack of money, imbalance of supply and requirement led by systems, mechanisms, laws and traditional habits in county city communities, so that proposing that the multi-center supply mechanisms of county city community public service must be completed, building the community public service model of "government guide, society cooperation, the public participation", guaranteeing the self-management body position of the public practically, realizing the target of optimizing the community public service sources mostly.
