Although China has made remarkable achievements in areas of Policy, Culture,Economy, Society and Enology since The Reform And Opening-up Policy. This kindof development is not fair. Economy in the form of GDP served as the primary factorto weighs how a country develop was account for major resources of a country, whichled to rest sectors were developing far behind from Economy. The obvious example isthe public service. In my dissertation, I analyzed this problem with the case of Shazitown, Guizhou Province. The whole thesis is divided into5chapters.I simply illustrated the background and meaning of my dissertation inintroduction, which also included the achievements both domestic and foreignresearches, the basic ideal and method I organized my dissertation, and explanationsof core vocabularies.First part focused on the previous examples of the public services of Shazi Town,those kind of patrices contain public education and treatment, social insurance,infrastructure, and culture and sports as while.Part2reckon Shazi Town is disadvantageous to improve their public servicebecause of less advertise and government guidance, poor resources and financialinvestment, even unbalance supply-acquirement relationship.I offer a series of proposals to improve the capability to manage public servicesfor Shazi town, based on the recent theory and existed data with scientificalmethodology.As a conclusion, I thought nature, geology, history and the quality of local peoplesimultaneously should responsible for the less development of public services inGuizhou Province. In order to increase this problem, the public service system, theincreasement of public awareness, culcurativment of talents are necessary.
