Service-oriented government is to build a rule of law, efficiency, andresponsibility-limited government, and then to establish a set of performance managementsystem. In the guidance of service-oriented government concept, the government shouldmake full use of e-commerce platform to innovate management, change its administrativefunctions, improve administrative efficiency, establish a sense of public service, and thenestablish the citizen-driven service mechanism. The evaluation of e-governmentperformance will improve the efficiency of e-government, and then promote the serviceability of government, the transformation of government functions, and the government’sadministrative efficiency.Based on the current situation of China’s e-government performance evaluation, thispaper will focus on problem solving, namely, puts forward corresponding countermeasuresand suggestions. Starting from the clarity of construction line, it puts forward specificindex of e-government performance evaluation, and uses the analytic hierarchy process todesign the index weight, determine the performance criteria with the method ofquantitative and qualitative. Through empirical research, not only enrich the theoryresearch of the connotation, but also test the feasibility of countermeasures, in order toprovide reference for other local government.The results show that, despite the performance evaluation of e-government in theoryand practice have made some achievements, but there are still many problems to besolved, including the establishment of evaluation mechanism is not perfect, establishevaluation contents incomplete evaluation design is not science. For these three problems,according to e-government performance evaluation should take technical specifications asthe starting point, to focus on the multifaceted nature of assessment and representativedesign ideas, design of China’s e-government evaluation index system.
