Since August14,1993, the state council published The Interim Regulations onState Civil Servants, our country has obtained great development in its examination,and its various measures were gradually back on track, especially on January1,2006,with the formal implement of the Civil Service Law of the People’s Republic ofChina, the civil service examination started to be determined in legal form in manyaspects such as contents, conditions and procedures; from the above levels, comparedwith western developed countries, our country started its civil service examinationsrelatively late, due to various factors, the problems are also very prominent:(1) thedefects of the Civil Service Examination System;(2) the fairness problem of itsapplication;(3) the discrimination of its employ;(4) the scientific and rationalproblems between its written examination and interview;(5) the social recognition forits employ, etc. According to the above problems, this article uses the actual databased on Quanzhou Civil Service Examination in recent years and the SPSS DataAnalysis Software to do empirical study on the implementation of Quanzhou’sCivil Service Examination Policy and get the following conclusions:(1) in the test,the examinee’s gender, nationality, political affiliation, educational background andage have little effect on their scores, and also, there is no existence of discrimination;(2) during the recent two years’ employ of Quanzhou’s civil servants, the maleoccupied the proportion of2/3, and most of them were undergraduates and juniorcollege students, lacking higher educational degree. And the average age is relativelylow-----about23.98years old;(3) about the scores, high degree graduate students arenot prior to the undergraduate students as well as college students, higher educationaldegree is not dominant in this kind of exam;(4) the fluctuation of the written testresults is large, and with strong objectivity, while the interview results are more stableand concentrated, and there are some subjective factors;(5) compared with theinterview results, the written scores are more relevant with the total grade of the civilservice exam;(6) of the total grade proportion, written examination scores andinterview scores have equal shares. However, the interview doesn’t get more attention.Finally, in view of these existing problems, the author puts forward suggestions,hoping to help improve our country’s civil service system from its essence.
