The purpose of paper is illustrating the structure change of today’s global climatechange negotiation using structural realism theory, then speculating the possiblestructure in the future. There are three groups in current climate change negotiation:EU, Umbrella Group, G77and China. The structure change of negotiation isincreasingly serious, and the split trend is very clear among developing countries.This paper is analysis these changes by structural realism theory. First, make sure thatthe three groups in current climate change negotiation could constitute the multipolarstructure of structural realism. Then illustrating the structure change using systemtheories analyze in structural realism, namely three principles of structure, andconfirming that changes in climate negotiation meet the conditions of structurechanges in structural realism theory. After interpretation, we will calculate thepossible negotiation form, and the most possible form is bipolar structure consist ofbig emitting countries and small emitting counties. Finally, the conclusion of thispaper: the changing of ordering principles and distribution of capabilities lead tocurrent structure change in climate change negotiation.
