In recent10years, with the increased investment in water conservancy andhydropower construction in Yunnan province, the water conservancy infrastructureconstruction which keeps the "Run Dian Project" in focus has made a remarkableachievement, however, the sustainable development of water conservancy andhydropower construction in Yunnan province will create tens of thousands ofimmigrants. From the migration property, they belong to the involuntary immigrants,their life and income problem has increasingly become the focus concerned by thegovernment and the society with the increase in involuntary immigrants. From thehistorical experience, the economic and social negative influence that the waterconservancy and hydropower construction has produced to the migrants bring didn’treflect in engineering construction cost exactly, the immigrants cannot get fullycompensation after their migration, the affected groups unfairly beared the economicand social cost of the construction, their basic production and living conditionscouldn’t be recovered, this has caused serious decline in their living standards and thelong-term poverty. Then in Yunnan water conservancy and hydropower construction,after being resettled, what changes will taken place in the immigrants’ livingconditions compared with before? Based on the case of "Zhangjiu River diversionproject", this paper starts from the income of immigrants, through the comparison forthe income change before and after the migration, finds out the main factorsinfluencing the income and puts forward the realistic suggestions to Yunnan’s laterresettlement policy of immigrants.This article uses " Difference-in-Difference Model " to make an empiricalanalyses on the passive migration’s impact on immigrants’ income, then draws the following conclusion: the engineering will produce positive or negative influence onimmigrants’income, which mainly depends on the human capital stock of immigrantsand the difference of economic development system. In order to understand thedifference in immigrants’ income caused by the difference in immigrant family’spersonal feature, through classifying the personal feature of engineering immigrants,the this paper uses the method of comparative analysis to test the passive migration’simpact on the income of immigrants with different characteristics. The conclusion isas following: the number and the production skills of labor in immigrant familydetermines the human capital stock of a family’s production capacity, this humancapital stock is an important factor which will affect immigrant family’s income. Byinvestigating the characteristics of different communities and through the analysis ofcommunity-characteristic variable, this paper concludes that in the village close to thetown, the sources of residents’ income are wide and income structure is more perfect,the community environment provides them with better human capital developmentspace, and make them give full play to their labor capacity, so the family income isrelatively higher. In contrast, to the family far from the town, their income structure issingle and the income source is also narrow, human capital can not be transferred anddeveloped effectively, so the income is relatively low.Finally, the article suggests that the resettlement of immigrants should considerregional advantages that immigrants reconstruct during their life and production afterthe migration, choose the reasonable resettlement area, increase skills training toimmigrant labor, improve immigrants’ human capital stock and realize the transfer oflabor force effectively.
