Research On The Effect Of State Land Supervision On Land Law Violations

The establishment of land supervision system have improved land management in ourcountry. Through supervision and inspection of local government land use and managementpractices, and intervention Land Law Enforcement and Supervision, land supervision hashad a broad impact in the community. Method of qualitative analysis and quantitativeanalysis were applied on the paper. It analyze content and direction the land supervisioneffect on land law violations, then verify and estimate the effect by mathematical models.On the basis of the calculation result, compare the effect between different supervisionways and supervision region.The main content and conclusions include:(1)Through combing land supervision business content, program and implementation,the paper analyze the ways the land supervision intervene in land law violations. It find thatthe land supervision affect the whole process about occurred, found, processing, filing,implement punishment and closed in land law violations. So, the land supervision havepositive effect on curbing land law violations in theory.(2)Model calculations prove that land supervision have positive effect on curbing landlaw violations. The area of land law violations from2007to2009respectively decreased1120.34ha,2745.51ha and12319.59ha because of land supervision and the landsupervision effect, which is about1.79%,8.39%and44.65%of the area of land lawviolations in2007to2009. The number of land law violations from2007to2009respectively decreased1226.55,4643.39and22179.57because of land supervision and theland supervision effect, which is about1.38%,5.89%and35.94%of the number of landlaw violations in2007to2009.(3)The effect of number and area on curbing land law violations of regular landsupervision are high than special land supervision. On one hand, the range, efforts and inputof regular land supervision are more than special land supervision, on the other hand, theeffect of regular land supervision has strong continuity, but special land supervision israndomness that is not conducive to form cumulative effect.(4) Compare to the regular land supervision efficiency between different regions, thewestern region was higher than the eastern region and central region in2008and2009. So,to increase regular land supervision area in underdeveloped region can improve the effect tocurb land law violations spreading.
