Balancing urban and rural development,relates to the healthy and continualdevelopment of country’s overall economy and society.With the deepening of thebalancing urban and rural development, the function transition of the localgovernmen in the balancing urban and rural development caused widespreadconcern in the various groups in society. Under the background of balancing urbanand rural development,how to transform the functions of the local government, tomake it playing better roles,is a major issue before us.Yinzhou District of Ningbo City, locating in the southeast coastland ofChina,is the more developed in economy and society.
