Research Into Construction Of Qinhuangdao Economic And Technological Development Zone Service-oriented Government

With the development of society and economy, the role of our government in theeconomic and social management is changing. The construction of service-orientedgovernment has caused extensive social identification and attention. It has exploredactively in both theory and practice. Building a service-oriented government has becomethe main direction of all levels of government administrative system reform.After years of rapid development, Qinhuangdao Economic and TechnologicalDevelopment Zone with its superior investment environment and relatively flexiblemanagement mechanism has become local economic leading growth point. In recent years,the policy and location advantages in the development zone become transparent andweaken gradually. In face of the new situation, we must rely on the system advantages andcomprehensive investment environment instead of relying on the policy advantage tosurvive and develop. Thus, building service-oriented government has become the focus ofchanging government functions and the key factors of developing regional economy.This paper takes the service-oriented government’s construction of QinhuangdaoEconomic and Technological Development Zone as the researching subject. Using theresults of domestic and foreign service-oriented government theory and the experience ofother local governments, combined with the actual work researches, the paper analyses thesignificance of constructing service-oriented government of Qinhuangdao Economic andTechnological Development Zone, finds the existing problems, focus on solving problemsin improving soft investment environment and puts forward the correspondingimprovement strategy. Adopting literature analysis, empirical research method, socialinvestigation method, questionnaire survey method, case study method, and other researchmethods, from the view of microcosmic angle, this paper pay attention to the constructionof the service-oriented local government and the development zone’s specialty andadvance as local government agencies，discusses the concrete method of constructing theservice-oriented development zone, efficiency-oriented development zone, digital-orienteddevelopment zone, intelligent-oriented development zone, innovative-oriented development zone, harmonious-oriented development zone. At the same time, the paperstands for the practical significance in constructing service-oriented government forQinhuangdao Economic and Technological Development Zone.
