In the process of our country’s rejuvenation, party and government cadres are theleaders and decision-makers and they are playing a key role in promoting thedevelopment of China’s modernization and reform. Employers are of the mostimportance to our government, meanwhile selection is of the most significance to theemployers. Therefore, the establishment of the open selection mode of party andgovernment cadres which could meet the needs of socialist market economy and vibrantis not only the internal demand to improve the party’s ability, but also the urgent task torealize the implementation of the “Elite” and the “Talent” strategy.“Open, fair, just and competitive” is the basic premise of the open selection ofleading cadres. The premise requires the original interview to be more scientific, morestandardized, more programmed and more controllable. Assessment center is one kind ofintegrated talent assessment tool which mainly evaluate the leadership talent of seniorleaders. It is based on the theory of modern evaluation and it is characterized by thecontrollable evaluation indicators and standardized evaluation process, which meeting thenew requirements of leading cadres’ open selection. Hence, this paper will combine thetheoretical research of assessment center and the specific practice of leading cadres’ openselection, analysis whether assessment center is feasible for the selection of leadingcadres or not, and learn some application experiences from foreign countries, design anopen selection mode of party and government cadre based on assessment center, trying toget out a selection path which according to China’s actual situation.The main contents include three parts:The first part is introduction. In reference toa large number of domestic and foreign literatures, this part discusses the background andsignificance of the paper in details. The second part is the second chapter and the thirdchapter. Chapter II introduces some basis theory of assessment center and chapter III usesthis foundation conducting a feasibility analysis. The third part includes chapter IV andchapter V,is the core part of this paper. Chapter IV proposes a suggestion of leadingcadres’ open selection based on the assessment center and discusses specific ideas and approaches about how to design this mode. Then chapter V discusses the problems of thisnew mode, and tries to put forward some corresponding countermeasures to improvepublic selection system.This study stems from reality but more than reality. Innovation lies in theperspective of the research. This research placed the promotion and application ofassessment center under the realistic background of open selection of leading cadres sothat we can improve the scientific level of party and government leaders.
