Government Service Center as new things arising in the process of reform of theadministrative examination and approval system has gradually become a localgovernment effective ways of constructing service-oriented Government in China. Inrecent years, Governments around the great importance to Government ServicesCenter building, generally as in-depth practice government administration affairopen-government service center, promoting the transformation of governmentfunctions, optimizing economic development environment, important measures toenhance administrative efficiency to catch.Therefore, to study the construction of County Government Services Center,further perfect the construction of grass-root government services system has somesignificance and reference. This article to my development as a research theme of theGovernment Services Center, new public management, based on the theory of newpublic service, seamless Government, using literature, comparative studies oncombining basic research methods, the County Government Services Center anoverall analysis of the development status. At the same time, combined Qiling Districtof Qujing city in Yunnan Province: an empirical analysis of the Government ServicesCenter, seeks to draw some instructive experience for reference in other areas.Through analysis research, concluded that following conclusions: Chief ServiceCenter as building service type Government of effective carrier, in practice in themade has must of effectiveness, but due to itself is around Government spontaneousadministrative reform of products, faced of contradictions and problem also morehighlight, main performance for functions positioning does not clear, and barmanagement phenomenon exists, therefore, reference abroad “One-Stop-Government” of experience, should Chief Service Center of further development forpath exploration, through straighten out management system, and promote mechanisminnovation, and Upgrading e-government levels, inter alia, to promote the continuousimprovement and innovation.
