Application Of Electronic Means In Fighting Corruption

The18th CPC National Congress has put forward in the report that “establish asystem of power running restriction and supervision” and “let power run in thesunshine”.In the information age, the application of electronic means in theanti-corruption is an indispensable and important means for the government to solvecorruption problems.We have a long way to go.This paper insisted on the combination of normative and empirical studies, tightlyaround the practice of electronic means in the anti-corruption. Integrating the presentnational condition about anti-corruption in China, it launched an empirical studyabout how electronic means are applied in the anti-corruption in major fields, such asinformation openness, administrative power, public resources transaction, public fundregulation, public opinions supervision of a clean government and education of cleangovernment; it also gave a systematic analysis of the current application of electronicmeans in anti-corruption: general rules, comparison to traditional means, practiceresult, problems and challenges, so as to make practical and effective solution towardproblems and difficulties faced. The author, according to literature review andanalysis on electronic means application in anti-corruption, believes that we shouldfurther improve the application system of electronic means in anti-corruption, managesix relations of electronic means when applied in anti-corruption, grasp key guaranteefor electronic means in anti-corruption application and intensify its application inanti-corruption.The theoretical significance of this study are as follows: one one hand, study ofanti-corruption by electronic means can enrich the anti-corruption theory and broadenthe mind; on the other hand, it makes the theoretical system of electronic governmentmore abundant. These two aspects provide positive theoretical significance forcorruption governance and establishment of electronic government; in theinformation time, it has important realistic meaning to transform governmentalperformance, innovate governmental running system, regularize governmental management and punish and prevent corruption through active consideration andexploration of setting up a power balance and supervision mechanism that suits thenational condition.
