E-government has developed in China for more than10years, and it is stillgrowing up rapidly. Service access and cooperation across department and hierarchyin the district-level government have become more and more frequently. More andmore crosswise information exchange has occurred between departments. All thesecause more and more rigorous requirements for data exchange, information sharingand service synergia. Traditional e-government network platform gradually becomethe main bottleneck of this inexorable trend, which is the frequent informationinterworking and interaction across departments.My paper’s research methods will be literature analysis, field investigation,systematic design and so on. I will thoroughly investigate current district-levele-government and its IT requirements. On basis of previous IT resources, I willrestructure district-level e-government platform with one of the best implementationtechniques of cloud computing mode-SOA. Restructure contents contain establishingthe unified systematic applied supporting platform and integrated reusable resourceoperation circumstance, setting up unified district e-government monitoringmanagement system, building unified platform information exchange standard,jointing IT platform system between district and city level with middleware andprepositive bridge connection system. The final platform will be an integrated, unifiedand agile combined networks environment.SOA unified platform system has loose coupling architecture characteristic, and italso has advantages such as comprehensive web accessibility, reusability and agility.It could actually make resources gained, revised fast and flexibly. The SOA platformsystem will let district-level bureaus and public institutions easily fulfill tasks likedata exchange, process approval, information release and business expansion. It willalso make great importance of breaking through current loose "information isolationisland " and inflexible "data exchange island ", which are common in district-levelgovernments.
