Changing Villages into residents communities" is a typical community form with Chinese characteristics. It was born for "urban-rural dual structure", but it is different with the urban or rural communities. Cultural construction of "Changing villages into residents communities " is a very important aspect in community construction and management.It also work effectively in the process of urbanization for keeping social stability,buliding democracy of basic class, and improving the process of citizenization.In this paper, Hongmiao community as a study case describes the study background, meaning, thinking and research methods. It Introduces concepts of community,culture and other related;to collect and organize the change rules of Changing villages into residents communities " under social management theory, urbanization theory,and the theory of civil society; to combine with the three characters (conflict, transitivity and fuzziness)of culture in " Changing villages into residents communities "; to summarize the cultural background and progress of "Changing Villages into residents communities" in Baoshan,and then,to focus on describing and analyzing current situation of Hongmiao community what transformation from rural communities to urban communities;to discuss problems in the process of cultural construction, such as behindhand management,service,infrastructure construction and Lower overall quality in " Changing villages into residents communities "of Baoshan.Combination of above issues for analyzing causes, there are four pattern of manifestation:management system is hindered, culture is not work in everyone,Linkage Mechanism has not yet formed, social organization can’t grow well.This paper try to argues the solutions of above problems to achieve the purpose that is "culture makes the people happy, culture gives the people wisdom, and culture benefit the people".Firstly, the government need to plan and support for developing community culture. Secondly,to integrate kinds of resources which are forces of relevant department, society,community organization,residents and business enterprise. Last but important,to focus on the culture features and human solicitude in the process.
