The appraisal is an important part of human resource management. It mobilized the enthusiasm of the members of the organization through the evaluation of the work process and work results for the organization members. It also provided the main basis for the compensation management, the post allocation, the occupation development, and the business training and so on. China began to implement the civil service system from1983. It has been a full thirty years. In the thirty years, the civil servants management has been from the simple personnel management stage, to the modern human resources management stage of the scientific, standardized and institutionalized. The civil service appraisal management has two important leaps in the past thirty years:in1994, China constituted "the temporary rules of civil service appraisal ", which marks a formal specification for the civil service appraisal from. In2007, China issued a "the civil service appraisal rules (trial)", which indicates that the civil service appraisal management is perfect. Although the central government attached great importance to the civil service appraisal, there are still a lot of problems in the specific implementation. This paper mainly studied the civil servants appraisal system of the local taxation bureau A district office of Xi’an city.Firstly, this paper summarized the concepts and methods of the performance appraisal. It analyzed the civil servants appraisal problem of the local taxation bureau A district office of Xi’an city, including the basic information introduction, the appraisal situation, the questionnaire’s design and implement, the specific analysis of the existing problems. In the fourth chapter, the paper deigned the civil servant appraisal indexes, including the design ideas, the performance object design, the content design of the appraisal index, the weight design of the appraisal index, the preparation of appraisal scale etc. In the fifth chapter, the paper discussed the countermeasures to improve the civil service appraisal for the A district office, which include the implementation procedure, the application of appraisal results, the improvement effect.This paper based on the reality of the civil service appraisal for the local taxation bureau A district office of Xi’an city, and learned the advanced human resource management and performance appraisal methods, and design a set of the scientific appraisal system of civil servants. It will undoubtedly improve the management effectiveness on Xi’an tax system, and enhance the image and reputation for the local taxation administration.
