Since1994when the country began to recruit civil servants, many outstanding graduates had been admitted to agency unit, only in order to realize their ideal and ambition. They are different from the characteristics of the original civil servants, such as a strong desire for career development, diverse pursuits and so on. but the government and the public pay more close attention to the capacity and quality of civil servants, less to their requirement. The inequality between pay and gain harms the positive attitude of the youth and affects the whole process of the construction of China’s civil service system. Therefore, it’s vital to improve and perfect the incentive mechanism of civil servant.By the questionnaire survey and random interview on the young civil servants which are under the age of40in shaanxi province, this study, which is based on previous researches and begins from three aspects of Job Satisfaction, the Degree of Importance of Work, and the Influencing Factors of motivation, finds that:The incentive mechanism in our country has a lot of problems, some being the whole, some being the part, some belonging to long-time problems, some belonging to short-time, which can’t solved at a time. the youth pay different attention to salary, assessment, rewards and punishment, promotion and training of the incentive mechanism, so does the satisfaction degree. So we should solve them separately, according to the characteristics and needs of the young civil servants. Based on this idea, this study put forward the corresponding improvement opinions from the salary, assessment, rewards and punishment, promotion and training of the incentive mechanism.
