The Research On The Urban Communitiy Leaders Construction Of Jilin Province

This thesis paper analyzes the definition and function of community, and states the development of the communities in cities, the content of community governance, the definition of communities cadres and their responsibilities and basic qualities. It analyzes the current situation and the achievements of communities cadres in Jilin Province through investigation. Based on the investigation, this thesis paper analyzes the current problems and reasons, there are both subjective and objective reasons. Subjective reason is the communities cadres are lack of professional qualities, contributions and innovations. Objective reason is the governments attach less importance on communities cadres groups constructions. Based on the problems and reasons, this paper proposes strategy for communities cadres groups constructions in Jilin Province. It proposes that Community Party can play an important to strengthen and lead the communities cadres groups, identify the organizational function of communities scientifically and state the relationships between different departments and responsibilities. It proposes several strategies from the following aspects:introducing the talents to optimize the communities cadres construction, establishing the complete training system to improve the professional qualities of the communities cadres, establishing treatment guarantee mechanism and creating developing environment for individuals to stabilize the communities cadres, proposing strategies and suggestions for harmonious modern communities.
